Role
The Senior HR Officer will play a pivotal role in coordinating defined recruitment and implementation activity during the final stage of the HR change programme. The role will manage the progress of allocated recruitment exercises, plan HR implementation, monitoring interviewing sequencing and vacancies, oversee the completeness of associated records and provide a reliable link between the HR Change Team, HRMIS Team, Change Support Unit, Recruitment Team and Business Leads.

Duties and responsibilities

  • Prepare and provide clear information, data and guidance for Business Leads, impacted staff and Trade Unions
  • Create templates, guidance and supporting materials to enable managers and Business Leads to navigate recruitment and implementation processes effectively.
  • Monitor shared inbox activity, responding to routine process queries and ensuring more complex matters are escalated appropriately
  • Provide practical coordination support for implementation activities, ensuring a high quality service is maintained throughout the change process.
  • Coordinate allocated ringfenced, competitive and residual vacancy recruitment activity in line with agreed processes and timescale
  • Work with recruiting managers and HR colleagues to confirm panel membership, interview dates, candidate information and required documentation.
  • Plan and coordinate HR implementation activities in accordance with PSTOM requirements.
  • Design interview sequencing plans and recruitment processes based on PSTOM guidance, Trade Union agreements and the Group 3 implementation context
  • Coordinate and schedule interviews, ensuring all interview materials are prepared and distributed in a timely manner.
  • Maintain accurate recruitment and implementation trackers, monitoring progress, risks, deadlines and outstanding actions.
  • Oversee the return and completion of panel records, interview notes and decisions, ensuring documentation is complete and appropriately stored.

Skills and experience

  • Quickly build and maintain collaborative working relationships with Business Leads, Trade Unions, recruiting managers, Change Support Unit (CSU) colleagues and HR teams to support implementation activities
  • Communicate implementation activities, recruitment progress and key updates clearly and professionally to a range of stakeholders.
  • Review files, records and datasets for consistency, identifying and investigating straightforward discrepancies and escalating matters requiring HR judgement.
  • Monitor recruitment and implementation activity, proactively identifying risks, delays or issues and recommending appropriate solutions.
  • Exercise initiative when coordinating implementation activities, ensuring actions are progressed and barriers are addressed promptly.
  • Support the resolution of recruitment and implementation related queries by gathering information and providing practical solutions within agreed guidelines.
  • Monitor interview outcomes and maintain accurate recruitment and implementation datasets. Produce regular status reports, management information and progress updates to the Senior HR Change Manager.
  • Report on HR implementation activity to the Group 3 Working Group.
  • Track, analyse and report on recruitment progress, implementation outcomes, outstanding actions, risks and deadlines.
